ATLANTIC PNP PROGRAM

The Atlantic Immigration Pilot Program works in partnership with the Canadian Federal Government and four provinces in the Atlantic Canada region:

  • New Brunswick
  • Newfoundland & Labrador
  • Nova Scotia
  • Prince Edward Island

The Atlantic Immigration Pilot, an employer-led program, is accelerating the migration of skilled foreign workers to the region. All major applicants entering Canada through the AIPP must have a job offer from their nominated employer. You will also need a settlement plan for yourself and your family.

After identifying candidates who meet the program’s criteria and its employment requirements, the designated employer must first offer the position. An AIPP does not require an employer to go through the process of obtaining LMIA (Labor Market Impact Assessment). After a candidate accepts a job offer, the employer connects the candidate to a nominated relocation service provider organization, assesses needs, and develops a relocation plan. Employers also support long-term integration of newcomers and their families where applicable. This is to ensure that the immigrant meets the objectives of the settlement plan upon arrival in Canada.

Employers who need to fill a position quickly can access temporary work visas to help the immigrant and their family can arrive in Canada as soon as possible. Candidates wishing to obtain this work visa will need:

  • Active job vacancies 
  •  A letter from the state, and
  • To provide assurance to apply for PR visa to Canada within three months of applying for a temporary work visa

AIPP is therefore an exceptional entry route for applicants who cannot obtain ITA in the Express Entry Draw of the Federal Express Entry Program. Such candidates can increase their chances of obtaining a Canada PR visa by applying through this relatively easy immigration route.

What are the different programs of AIPP?

 AIPP has three entry routes for different categories of candidates.

AIPP: Atlantic High Skilled Program

AIPP’s Atlantic High-Skilled Program is designed for skilled workers with professional, managerial or qualification/technical experience.

Job offer

Applicants must have the following job postings:

  • Provided by AIP nominee employer in Atlantic State
  • Off-season and full-time i.e. 30 hours or more per week
  • Skill level B, A, or less than 0
  • For a term of one year or more
  • Provided through federally accurate forms

The job vacancies we make for applicants do not necessarily have to be in the same occupation as the previous internship. However, the candidate must meet the employment requirements set out by NOC or TEER.

Work experience

Must have been employed for at least one year (30 hours per week or 1,560 total hours) in the last three years. It can be part-time, occasional, or full-time for a total of 1,560 hours.

 The work should be:

  • Single job but may be with multiple employers
  • Paid and unpaid internships and volunteer work do not count
  • NOC – National Occupational Classification skill level B, A, or 0 OR TEER 0, 1, 2, 3.
  • Experience can be gained abroad or in Canada.

Training

Candidates must have:

  • A post-secondary or secondary level Canadian degree, diploma or certificate.  
  • Also foreign certificates, diplomas, degrees, apprenticeships, or vocational training certificates
  • For foreign education certificates, an ECA – Educational Credential Assessment is required to ensure they are valid and equivalent to Canadian certificates. The ECA must certify that your education is equivalent to a Canadian post-secondary or secondary level Canadian degree, diploma, or certificate. ECA must also be obtained within five years of application.

Language

Candidates should:

  • Achieve at least CLB Level 4 on the English or NCLC language proficiency test – Levelx de Competence Linguistique Canadiens for French 
  • Take a language test to meet the required writing, reading, listening and speaking skills
  • Receive results within 2 years from date of application

Proof of funds

Applicants must prove that they have sufficient financial resources to live with their family when immigrating to Canada. Funding levels are based on the size of the family, including non-immigrant families, supported by the applicant.

No proof is required if the candidate already lives and works in Canada and has a valid work visa.

 

AIPP: Atlantic Intermediate Proficiency Program

AIPP’s Intermediate Skills Program is designed for candidates and for jobs that require specific vocational training and/or high school education.

Job offer

Applicants must have the following job postings:

  • Provided by AIP nominee employer in Atlantic State
  • Off-season and full-time i.e. 30 hours or more per week
  • Skill level B, A, or less than 0.
  • Provided through federally accurate forms

The job vacancies we make for applicants do not necessarily have to be in the same occupation as the previous internship. However, the candidate must meet the employment requirements set out by NOC or TEER.

AIPP: Atlantic International Graduate Program

The International Graduate Program of the AIPP is for candidates who have a Diploma, Degree, or other educational credentials from an Atlantic province institution that is funded publicly.

 Job Offer

Applicants are required to have an offer of a job that is:

  • Offered by an Atlantic province employer nominated by AIP
  • Non-seasonal and full time implying a minimum of 30 hours every week
  • Under skill level B, A, or 0
  • Permanent
  • Offered through an accurate form of the Federal Government

The job offer made to the applicants need not necessarily be in the same occupation as that of the previous work experience. But the candidates are required to fulfill the jobs employment requirements as specified in the NOC or TEER.

Work Experience

Having work experience is not a requirement for the candidates.

Education

Candidates are required to have:

  • At least 2-year Certificate, Diploma, Degree or Apprenticeship or Trade education obtained from a renowned Atlantic province institution that is funded publicly
  • Been a student in Canada for a minimum of 2 years and full-time
  • Obtained the graduation in the past 24 months before the date of application
  • Resided in any of the provinces in the Atlantic Canada region for a minimum of 16 months in the past 24 months before graduation
  • Had a Permit or Visa to Train, Study or Work in Canada
  • French or English second language courses for more than 50% of the program duration
  • Distance learning received for more than 50% of the program duration

 A candidate becomes ineligible to apply if their training or study included:

  • A candidate also becomes ineligible if their fellowship or scholarship needed them to return to their home nation upon graduation. 

Language 

Candidates should:

  • Take a language test to meet the required writing, reading, listening and Speaking skills
  • Receive results within 2 years from date of application

What is a settlement plan?

Candidates interested in immigrating to Canada through one of the three Atlantic Immigration Pilot Program pathways will require a residency plan upon receipt of a job offer. This plan is designed to help candidates and their families settle in Canada by highlighting specific resources tailored to their needs. We also have help centers within the community that you can contact. You will also be notified about

Candidates will support payment planning with payment service providers available both internationally and in Canada. Employers can advise candidates on which organization to choose.

 During the needs assessment, the organization will ask about the applicant and their family members. This can be done over the phone, in person, or online. Candidates are then presented with an individual settlement plan by the organization.

 

What does Provincial Endorsement mean? 

Job vacancies made through AIPP are subject to state approval. Requests for assistance are managed by the employer once the candidate receives the settlement plan.

Candidates cannot apply for her PR visa to Canada until they have received a certificate of approval. This must be submitted with your application.
